A question that was represented to non-separatists as a vote to renegotiate Quebec's position *within* Canada. Two polls before the referendum and an exit poll after showed that even of those who voted YES, the majority did not want to separate from Canada. Which is why we now have the Clarity Act. Any vote on separation must clearly be just that. Which in turn is why, despite promises by the separatist parties to immediatly hold another referendum, they never did.
